Assoc. Prof. Dr. Hakan Emekci
Founder & CEO
Hakan Emekci is an AI researcher, academic and entrepreneur specializing in artificial intelligence, machine learning, computational methods and intelligent information systems. He is an Associate Professor in the Department of Artificial Intelligence at Hacettepe University's Institute of Informatics, and previously taught applied data science at TED University.
His doctoral research focused on the computational analysis of central bank communications and quantifying their effects on financial markets. Before founding NAVIGA AI, he spent more than a decade as an economist in the Macro-Economic Modelling Department of the Undersecretariat of Treasury. He has also served as an AI Expert with the UNDP SDG AI Lab and as a Senior Research Fellow at the Oxford Centre for Technology and Development.
He leads the research for e-Özelge, an AI-assisted tax ruling response system developed as a TÜBİTAK 1007 public R&D project with the Turkish Revenue Administration and planned for nationwide use.
This combination of technology, financial systems, economics and public-sector experience gives NAVIGA AI a distinctive perspective on complex institutional problems.
